Letter to A4 scales content to 97.3%, leaving a band of about 13 mm at the top and bottom. A3 to A4 is exactly 70.7%, with no gaps, because the two sizes share a shape.

A few choices make the result look right.
Use Fit unless you know the page edges are empty. Fill covers the sheet but can trim the edges.
Leave orientation on Auto for mixed files. Each page gets the sheet that matches its shape.
Add a small margin if you'll print. Many printers can't print right to the edge.
Print at Actual size or 100%. A fit-to-page print setting can shrink a page that's already the right size.
Crop first if a scan has wide dark borders. The cropped area is what gets fitted onto the new sheet.
